The downstream JSON.Coder conformance triggers the failure, but the rejected __parserLeafBody accessor and the load-bearing in-module Coder.Witness: Coder.Protocol where Body == Never both belong to swift-primitives/swift-coder-primitives. No swift-package-manager source appears in the crashing SIL function, and the central reusable workflow reached the package test command normally. ci-ok is downstream aggregation, not a second cause.
