Tc39 code namespace?

It was discussed in the plenary whether the committee should carve out a namespace for it's own codes and whether we actually should have codes. Generally consider that to be orthogonal to this specific spec but we were asked to consider it. Opening this issue just to track that.

As I commented in plenary, I don't think this is an actual problem, nor is it our place to solve it, in the same way as we didn't carve out a TC39 namespace in module specifiers.

I agree. I think we should at least capture that in the README/explainer so that we at least acknowledge the discussion.
