Tomcat is a Java application server developed by the Apache Software Foundation. It is used to run web applications written in Java, especially those based on Servlets, JSP (JavaServer Pages), and related technologies.
This would be a good choice for Termux since it is a well-known piece of software.
Not available through a language package manager: cargo, cpan, dotnet tool, gem, npm, pip, etc.
Not taking up too much disk space (< 100MiB per architecture, exceptions can be made)
Not duplicating the functionality of existing packages.
Not serving hacking, malware, phishing, spamming, spying, ddos functionality.

On September 23, 2018, in issue #2885, a user asked for Tomcat, but it wasn't possible because the Java was missing on Termux; however, Termux now includes OpenJDK, so it's probably possible now.
