Clean up ESLint rules #312
Description
The ESLint rules were converted by https://github.com/typescript-eslint/tslint-to-eslint-config and the output is quite clumsy. Most of those rules are unused and we can move to the eslint alternatives of the packages instead of relying on the tslint->eslint transition packages.
