Weird behavior when typing the alphabet via with the windowsKeyboardAgnostic strategy

I used the test driver to type in the alphabet in Arc's command bar.
On the letter H (and others) I was getting weird behavior of the caret jumping to the front of the input, removing the last typed character and other oddities.
