H2016: Location-wide challenges not visible in missions

Describe the bug

Location-specific Challenges(including challenge packs) are missing from main missions.
For example, in Paris Careful What You Wish For can't be unlocked in The Showstopper as it is missing 14/34 additional discovery challenges.
