chore: bootstrap solution, gitignore and CI

- Add NeoReports.sln with src/tests/benchmarks/samples solution folders
- Add .NET .gitignore
- Add minimal GitHub Actions CI (build + test + format verify) on .NET 8/9
- Relax global.json rollForward to latestMajor so the repo builds on
  newer installed SDKs when 9.0.x is absent
