I'm using tj-actions/changed-files in a workflow that I would like to be ran during a deployment.

Describe the solution you'd like?

I would like tj-actions/changed-files to support workflow runs triggered by deployment events/webhooks.

Describe alternatives you've considered?

We have the workflow running on merge_group events, but the workflow is "deploying" something, so we would like it ran during deployments.

Anything else?

I attempted to do this in #2629.
