Re-do settlement 'notes' so that they are integrated into Campaign Summary

Requirements:
- Controls need to work from side nav, as before, but should have new UI.
- Individual survivor notes should be rolled up into campaign notes.
- Tabbed 'campaign journal' style notes
- admin controls to filter users
- integrate with event log?
- do a JS time translation so that server timestamps are converted to user timezone times (maybe make that a preference?)
