Phasor without any SSI263's reports an error for 2nd reset test

Phasor with no SSI263 chips reports error 13:F3:0A on second reset test.
It also reports the error when there's just an SC01 (ie. no SSI263s).

NB. MB-C doesn't report the error - but the second reset test is only for Phasor cards (so likely an issue with this 2nd reset test).
