Consider supplying pre-push git hooks instead of pre-commit ones in templates and `acton hooks`

Motivation is quite simple: pre-commit hooks hurt both merge and rebase workflows. Such hooks might be beneficial for AIs (?), but nothing stops them from running necessary checks after commits, especially when instructed to do so in AGENTS.md.
