Gate 13 Module Acceptance and Workflow Continuation Approval

Reviewed scope

The User approved the current-head Gate 13 contract in #193: routine packaged Desktop acceptance is en-US; the complete zh-CN workflow sweep is deferred to V1 completion. The User also approved recording the Worker smoke CI failure and the missing authoritative research evidence seam as explicit limitations rather than creating another implementation child.

The Desktop smoke loaded /paper-feedback, navigated from Operations, showed the empty retained-Bot state, and kept Snapshot and Review controls disabled without eligible data.

Boundaries and limitations

• Paper Feedback derives User identity from the authenticated Host session and validates the exact Bot, Deployment Bundle, Runtime Attempt, account scope, and observation range.
• Snapshot, Report, and Research Review Decision records are User-scoped, immutable, redacted, and do not control Bots, submit orders, mutate deployed logic, or create automatic research changes.
• The current retained research seams do not expose authoritative realized Factor, Model, Forecast, Target, or comparable-report rows. Reports therefore remain fail-closed and non-directional until those owning evidence seams exist.
• V1 Acceptance run 33345419451 targets this reviewed commit and is completed failure on macOS ARM64 and Windows x86_64 in the Catalog and mixed-Run acceptance step, including Worker process smoke handshake timeouts. It is recorded as V1 follow-up and is not called green.
• No zh-CN Gate 13 Desktop success is claimed under the approved current contract.

The User explicitly authorized closure after reviewing this declared scope. Gate 13 Module Acceptance and Workflow Continuation Approval are granted for the scope above. Gate Parent #157 is closed. Gate 14 Parent #158 is the next planning object; it requires a fresh grill-with-docs, specification, and ticketing sequence before any implementation child is created.
