🔧 chore(ci): build the sdist through PEP 517

An sdist compiles nothing, so maturin-action bought it nothing beyond a
bypass of the hooks that vendor toml-fmt-common, which is what shipped a
broken 2.29.1 and 1.10.1. uv build reaches build_sdist, so the vendoring
holds by construction rather than by a step someone has to remember.

That drops the backend CLI call and the tarball assertion the sdist job
carried. The CLI keeps patching wheels, where cross-compilation leaves
maturin-action no way through PEP 517.
