[Bug]: Laravel 13 tests are missing

What happened?

The Laravel 13 tests are missing from the testsuite. The Github Feature matrix has grown a ton and got quite unmanageable. Some refactoring and simplifications are needed to make this better for the future:

• Maybe only test the oldest and newest PHP-Version for each Laravel version
• Move the Laravel matrix stuff into a reusable workflow (is that possible?) to not duplicate that everywhere

Disclaimer: I let claude code work on it using Opus 4.6 with high thinking. I also let it update the actions used.

The SQL server tests fail but so they do here so not introduced by the commit.

I am not sure. But thats not what I am aiming for. But honestly not sure what exactly to look for. The problem is that every Laravel version has a set of supported PHP versions (which you implemented) but also a set of supported database versions. So its a complex matrix problem.

I like the new setup I built for my PG driver (tpetry/laravel-postgresql-enhanced@5cbeb68) but that is also a lot more simple. And extending that to many supported database versions would get quite complex. Or it would have to be extended that test.yml calls e.g. test_laravel13.yml as a reusable workflow which again calls e.g. tests_sqlite.yml and others. But I just dont have enough time to experiment a lot with making a good pipeline. It takes so much time which does not improve the library at all, only it maintainability.
