Update README to include required dependencies

Thanks for making this very convenient tool! In my case I needed to manually install the Windows WDK
 
Once installed, the tbs.lib was in km/x64 rather than um/x64
 
The README and Makefile should be updated to cover the above cases

Thanks for this hint. For me, it was enough to install Visual Studio Community 2022, and in the installer in “Individual Components”, selecting the most recent Windows SDK for my Windows version, and Windows Driver Kit. The file tbs.lib was then available at the location expected by the Makefile. This was on Windows 10.
