Propose a change to the constitution related to the protocol parameters

Before Peras will appear on mainnet, no matter if it will be enabled or not we need to update protocol parameters.

To update the protocol parameter we need to submit an update to a Cardano Constitution and add all the parameters as well as guardrails. Setting proper guardrails will require extra work that we may not be able to achieve in time, in this case we would need to stick with the parameters provided in the research paper.

This issue is for tracking the progress, the submission itself should happen together with the Leios team.
