[astro] finish refreshing visual style of site

Current layout:

It would be great to give the new layout an accessibility pass and look for issues that we haven't had a chance to look at before.

Also:

• I'd like to refresh the labels styling to fit better with the other indicators
• I've removed all of the existing copy here, to put the projects more front-and-center - having some sort of UX to help explain more about the site goals (that isn't prioritized above the project list) would be great
• a banner header?
