cyrillic characters in ls command in Windows

Hi! Is it normal behaviour of ls command with cyrillic characters on Windows?

touch Привет.txt
ls                                                                                                                 
''$'\320\237\321\200\320\270\320\262\320\265\321\202''.txt'

Maybe here is a workaround or settings how can it display normal?

Debian with Alacritty as terminal

Just need to set any UTF-8 locale

For example:

setx LC_ALL "ru_RU.UTF-8"
