`vega-lite 6.4.1` has broken tooltips

What happened?

Updating to altair 6.1.0 broke our chart tooltips. Looks like this is a problem with vega-lite 6.4.0 see vega/vega-lite#9707

Not sure how hard it is to update to the latest version of vega-lite but would be helpful for us to not have to pin to a minor version of altair.

What would you like to happen instead?

altair should use latest stable patch of vega

altair 6.1.0

Altair version 6.1 is dependent on Vega-Lite version 6.4.1, see #4005.
But there is also Vega-Lite version 6.4.2 that includes a fix for the behavior you noticed, see https://github.com/vega/vega-lite/releases/tag/v6.4.2. I think it has been an oversight for not using that version.

I can confirm that using a local branch of altair where I changed 6.4.1->6.4.2 fixed my tooltips. I hope a fix is merged soon. If the trivial PR would help, I'm happy to contribute one.

Thanks for reaching out! Once vl-convert-python provides support for vega-lite 6.4.2 (or higher) we can bump Altair as well.

It would appear their 2.0.0-rc1 does, its the last commit on Feb 14th, the day they merged the bump.
