Why, after setup, vichan is using Russian language?

Both the default config and instance config use English.
my browser's lang is set to english, but my Windows OS is in Russian.
How do I use english instead?

I deleted every locale other than english in the /inc/locale dir but I think that it isn't really the right way to do that.

i did
didn't work, only deleting ALL the language packs from vichan worked
