Move project CLAUDE.md to .claude/CLAUDE.md convention path

Claude Code's project-convention location for per-project CLAUDE.md is
`.claude/CLAUDE.md`, not the repo root. Both paths work at runtime —
Claude Code loads either — but the .claude/ location is the documented
convention and keeps the repo root tidy.

The new file preserves the load-bearing `@import` of
`.claude/marr/MARR-PROJECT-CLAUDE.md` (the MARR project standards
aggregator). No behavioral change.
