Description

Scroll is a wayland compositor forked from Sway. The main difference is Scroll only supports one layout, a scrolling layout similar to PaperWM, Niri or Hyprscroller.

scroll uses a modified version of wlroots which is included in the source tree and linked statically.

This is pretty much a disqualification. We generally do not package software that vendors and modifies upstream projects in this fashion.
