RFE: Being able to publish TAG notes.

As discussed with @deniak, I am creating this issue to track the possibility of auto-publishing TAG Notes,
See https://www.w3.org/TR/security-privacy-questionnaire/ (with a specific copyright statement, a joint publication),
and https://www.w3.org/TR/design-principles/ which is published by the TAG only.

What blocks the auto-publication would be #1378 and #1377 .

Also security-privacy-questionnaire has an external resource which violates #777 (enforce self-contained document). @ylafon mentioned cc trademark document to see if we could copy the external resources under w3.org/TR domain. @plehegar @wseltzer , any ideas?

@jennyliang220 are you referring to the cc0 graphic? If it's a problem, feel free to omit the graphic. (Certainly change it to https!)
