Dynamic FPS not working at all rather doing the opposite

Describe the bug

Vulkan mod ver 0.6.5
Dynamic FPS ver 3.11.6
Minecraft Ver 26.1.2

The FPS does not decrease at all. When minimized or unfocused, the FPS gets upcapped and my GPU utilization hits 90%+

Steps to reproduce

1. use Vulkan mod ver 0.6.5
   Dynamic FPS ver 3.11.6
   Minecraft Ver 26.1.2
2. Unfocus or minimize the game.
3. Check the GPU usage

I need to use dynamic FPS since it also disables the music and other stuff when minimized.

Temporary Fix

Change the target FPS in invisible tab to 15FPS or above
