The star history chart is currently broken because it relies on an API that is no longer usable due to GitHub stargazer restrictions. Point the chart at a working alternative and update the localized READMEs to match.

The star history chart in the READMEs is currently broken, so the project's growth no longer renders correctly. The previous chart relied on a service whose API is no longer functional due to GitHub stargazer restrictions.
This switches the chart to a working alternative that uses a different data source and requires no API token, and applies the same change to the Chinese and Traditional Chinese READMEs.
This is a necessary fix because the current chart is broken and needs to be restored to a working state.
