Previously in case we had TC crash or fail to start the user had no idea what's going on. Now we have 3 states: We talk with TC but there's no implement. We see the implement then SC is OFF / ON. (cherry picked from commit c0f82b5)

If we fail to set the UDP OR not on the right bus OR no implement connected then we never had the ISOBUS SC button. Which is a pain in the ass. Now if TC is running we have ISOBUS ready button.
ISOBUS Heartbeat / usage improvement
Added project status indicating maintenance mode and future development plans.
On Windows, File.Exists returns true for filenames that only differ by case. This change allows users to update the capitalization of vehicle and tool names (e.g., "tractor" to "Tractor") without triggering the "already exists" error.
Implements PGN 0xF3 to communicate the active field name to the Task Controller. The name is transmitted when a field is opened, cleared when closed, and automatically resynchronized if the TC connection is lost and restored.
Updates the architecture and PGN protocol documentation to include specifications for PGNs 0xF0 through 0xF3. These messages facilitate communication between AgOpenGPS and the Task Controller for heartbeat status, section control enable requests, process data (speed, distance, deviation), and field name synchronization.
Enhances ISOBUS, settings, and documentation
