Adding updates to render the Routing and Access pages when using Keycloak OpenID authentication. Added the Non-AI REST Limits (REST Requests/Min Limit, Monthly REST Request Quota) into the Plans. In the Plans, when set to 0, this mean 0 instead of unlimited. If Redis server goes down, it allows the request to go through (better option is to fall back to checking Cosmos DB). Added an API endpoint to reset-usage, which is good for testing purposes.
