BUDA access control

Only users with BUDA admin permissions ca create a BUDA science app. When they do so, only that user can create, edit and delete variants of the app.

Initially, only that user can submit jobs to the app. But - in the 'Edit app' form - they are able to give other users the ability to submit jobs. These users must have BUDA submit permissions.
