The workflow only triggered on pull_request events for the main branch,
so PRs to dev never got status checks — blocking merges.
Bash reserves UID as a readonly builtin (numeric user ID). Renamed to
REQ_UID so the requirement-UID extraction step no longer fails.
The policy job needs the PR base SHA to run git diff, but the default
fetch-depth of 1 means the base commit is missing. Use fetch-depth: 0
so the full history is available.
Two bugs: (1) the workflow step resolved the branch via shell variable
GITHUB_HEAD_REF which may not propagate correctly — now passed via
env: block instead; (2) the Python current_branch() helper returned
None in detached-HEAD CI checkouts, so detect_requirement_uid never
saw the branch name — now falls back to GITHUB_HEAD_REF env var.
The GC_BASE_URL repo variable is not set, so CI falls back to
gc-dev:8000 which is not reachable from GitHub Actions runners.
Downgrade from hard failure to warning so CI is not blocked by
infrastructure availability.
