Fix hpcng/singularity#5144 and apt-get issues.

Fix:

1. When using the image, singularity issue: Failed to mount squashfs image in (read only): Invalid argument. See Version 2.6.1: Failed to mount squashfs: Invalid argument apptainer/singularity#5144.

2. When building the image, apt-get issues:

   1. GPG key of repo http://dl.yarnpkg.com does exit.
   2. repo http://research.cs.wisc.edu/htcondor/ cannot be updated, since the repo now auto-upgrades to https and requires a higher version of TLS, and thus results in a gnutls shakehands error.
