What is the announce feature about?

The main idea is that node staff is able to write an announcement in a dedicated Discord channel on the hub. The bot then redirects that announcement to every announcement channel per node.

Specifications

• Disable pings (To avoid extensive abuse of the system, pings have to be made in every channel by a moderator or admin themselves if desired)
