Spack got picky about enivornment variables in configuration specified as numbers instead of strings.
The environment configuration was in the wrong file (environment.yaml instead of env_vars.yaml), had the wrong top-level key, and used an unsupported `append` feature.

This fixes some issues with setting environment on Frontier. These are all related to apparent changes in how Spack reads environment configuration from yaml files.
