Also handle adding reshards correctly for when func args or results have no shardings. Take no sharding as fully replicated sharding. Keep partial deduplication on shardy outliner, that is, for when the input/output shardings of funcs are the same. Leave it to the unflattener. PiperOrigin-RevId: 890909845
