It seems kAllReduce has started to show up in the fusions, crashing benchmarks - we currently don't support any operations in fusions with a called computation so let's limit the search space in tin way. PiperOrigin-RevId: 941841006

These were added by Mohammed in cl/932960738 and should have been added to both. This required an update to support.cc, where the emitter already fails to emit concats with imperfect operands - now the concat support check is more in zinc with its emitter. I'm not sure if this is the way we want to do it, because there is some assumption on tile sizes - but it is failing in the emitter and it's not failing to tile, so we should block it somehow, let me know if you have a better idea.
