Add debug output and improve HISTORY.rst handling in the release workflow. The publish job now echoes the extracted version, and the changelog-to-HISTORY step was adjusted (comment and concatenation order changed) with status echo messages when HISTORY.rst is created or updated. Also remove placeholder duplicate lines from HISTORY.rst, leaving the cleaned header.
Require github.event.action == 'labeled' in the workflow if-condition and update the inline comment to clarify that the job should run only when a release label is added to an open PR. This prevents the update-version-and-changelog job from triggering on every push while keeping the existing checks for an unmerged PR and required release labels.
