Define Deployment entity/table with indexes on network and active flag.
Implement admin-guarded mutation endpoints with validation of Stellar addresses.
Log actor, timestamp, IP (if appropriate), and change payload hashes to admin_audit_log.
Seed development values via migrations or scripts.
Document how releases update this table as part of the runbook.
