implement delegate maps with TTL or explicit revocation.
Wire delegate checks into renew/file paths only as allowed.
Forbid delegate voting unless spec demands; test both cases.
Emit DelegateUpdated events with scope fields.
Add adversarial tests: expired delegate, wrong delegate, holder override.
