OSOE-1284
Move the unit/UI test SDKs and their own tests to xUnit 4 with Microsoft Testing Platform. Remove VSTest packages, enable the MTP executable runner, and include native GitHub Actions reporting, TRX reporting, and hang dump extensions at version 2.4.0. Document central package management requirements and global.json setup.

Validation: both OSOCE solutions build with zero warnings/errors. All 3 SDK tests and 32 Helpful Libraries consumer unit tests pass on MTP. Test project discovery and native reporting are also covered by the GitHub Actions regression fixture.
