OSOE-1308
Remove the temporary rule blocking major xUnit upgrades now that the coordinated OSOCE migration configures Microsoft Testing Platform. Keep the existing xUnit grouping and release-notes link.
Part of Lombiq/Testing-Toolbox#92. Merge after the test SDK and CI migration in Lombiq/Open-Source-Orchard-Core-Extensions#1335 and Lombiq/GitHub-Actions#673 are available to consumers.
Validation: default-dotnet.json5 parses successfully; the migration builds both OSOCE solutions and runs its unit tests on xUnit 4/MTP.
