When VS Code used for project editing, changing the VS Code project settings will cause VS Code write the new settings to .vscode directory. Therefore untrack this directory.

Discussion of the generalized version of this PR in #111 and I'm going to leave this open and un-merged until we come to a consensus there first.

I suggest decoupling the change to this cookiecutter repo from the change to the generated project.

@Lnaden - we talked about adding .vscode - could this PR be added to the 2023 review?

Or .vscode can be added to #178
