Per ISSUES.md item 3:
- Remove duplicate test_init_rejects_fee_bps_over_10000 that blocked compilation
- Restore missing #[test] attribute on test_set_fee_bps_non_admin_rejected
- Enables two snapshot/restore tests that were already written but unreachable:
* test_subscription_state_after_snapshot_restore: saves state after
subscribe via env.to_snapshot(), restores with Env::from_snapshot(),
asserts plan, expiry, fan, and plan_count all match
* test_cancel_after_snapshot_restore: restores snapshot, calls cancel,
asserts is_subscriber returns false after cancel
- All 48 unit tests + 1 integration test pass
