#793 LayersTool Time Related Improvements

Closes #793

• LayersTool "Time" should also include the actual layer time of the data, not the query time as it is now. There should be configurable start and end time extents for each layer. Also has a "locate" button to quickly set the global time to the layer's time extent.
• Hide layer filter icons in LayersTool if doesn't have that layer type
