This PR adds what is basically an ADR that describes the motives for a "nextgen" orchestration refactor, what we learned from the "HLS-VI" design pattern, the proposed architecture, and some discussion of tradeoffs, open questions, and relations to other project goals (e.g., how does this benefit reconciliation)
