Update footer contact links for NASA Official and Webmaster

The footer contact block was serving outdated/incorrect official contact metadata. This update aligns the displayed contact name and mailto targets with the expected production values.

• Footer contact metadata

  • Updated NASA Official from Cerese Albers to Robin Fergason.
  • Updated NASA Official link target to mailto:robin.l.fergason@nasa.gov.
  • Kept Webmaster as a mailto link to pds-operator@jpl.nasa.gov.

• Scope

  • Single-file, static HTML footer update in src/index.html.
  • No behavioral or runtime logic changes.
