Allow distro builds (e.g. openSUSE) to link against system-installed espeak-ng instead of fetching and building it via ExternalProject. Defaults to OFF, preserving existing upstream behaviour.
Allow distro builds (e.g. openSUSE) to link against system-installed espeak-ng and onnxruntime instead of fetching them via ExternalProject or file(DOWNLOAD). Both options default to OFF, preserving existing upstream behaviour.
When the bundled espeak-ng-data/ is absent (e.g. in a distro package that uses system espeak-ng), fall back to the highest-versioned espeak-ng-data* directory under /usr/share.
Use LIBRARY DESTINATION so the library lands in /usr/lib64.

I've started to package piper for openSUSE here: https://build.opensuse.org/package/show/home:gladiac/python-piper-tts
This patchset allows to do that.
