Reuses #13750 + #13752

Describe changes:

• list-keywords command line options shows multi-buffers
• list-keywords command line options shows integer keywords
• detect/krb5: move krb5_msg_type to rust and makes it a generic u32 on the way
• dns/detect: rrtype can now use index

And more to come...

#13681 rebased after some merges

TODO (after merge of #13752 ?) :

• check CI
• continue work (count keyword...)
• split + create the appropriate tickets and SV tests

• detect: remove flag SIGMATCH_DEONLY_COMPAT #13750
• Doc multibuf 7867 v1 #13752 for 8 which should be followed by detect: list-keywords cli shows multi-buffers for 9 https://redmine.openinfosecfoundation.org/issues/7571 also detect: list-keywords cli shows integers should have its own ticket for 9
• detect/krb5: move krb5_msg_type to rust should have its ticket for 9 (maybe including more keywords)
• there should be a PR about https://redmine.openinfosecfoundation.org/issues/7480 with the last commits

So, all PRs for 8 are ready
