Add automatic Helm chart releasing

This PR adds the official Helm chart-releaser Action to automatically publish the chart in GH Pages. See pre-requisites to finish necessary setup.

For this purpose the files had to be moved to adhere to the general Helm directory structure:

root
+- charts
   +- name_of_the_chart
      +- Chart.yaml
      +- README.md
      +- values.yaml

but all the documentation has been updated to reflect that.
