fixes #254 and #255

Additional fields to support onshore solar farms/renewables

  • Additional ConstructionCodes to support onshore solar farms
  • Additional "PV" fields in the loc file to describe solar risks
  • New "Other Values" for permitted values in PV fields
  • Change to code range for offshore platforms to allow space for onshore (1000 code range reduced to 500)

Drop Py3.8 (#264)

ODS-tools dropped py3.8 as its out of support, the package now has
syntax that fails tests with that version OasisLMF/ODS_Tools#176
Align schema tests with that change.
