Onboard PR pipelines to Azure CFS

Description

This PR configures our pipelines to use Azure Central Services instead of public endpoints when downloading dependencies. This is a requirement per new network isolation policies rolling out to 1ES pipelines.

Main changes in the PR:

1. Configure CFS npm and nuget feeds with authentication in build pipeline.
2. Copy Fluent UI package from node_modules to Blazor test app to remove dependency on unpkg endpoint.
3. Install pnpm through npm to force usage of CFS feed

1. PR build passes with no network isolation policy violations recorded
