[#394] Implement Property-Based Testing for Reconciler State Transitions

Summary

• add property-based tests for reconciler phase/condition state transitions
• add seccomp runtime default and AppArmor runtime/default profile annotations to workload pods
• add CPU-aware advanced thread tuning env vars for validator, horizon, and soroban workloads
• strengthen VPA right-sizing defaults by deriving min/max guardrails from resource requests/limits

Validation

• ran cargo test --all-targets
• repository currently has unrelated pre-existing compile/test failures in modules outside this change set (archive_prune, diff, multiple legacy tests missing newer fields)
